End-of-life vehicles – Notification

General information
The Altfahrzeugeverordnung stipulates that notifications on the receipt of end-of-life vehicles and about the treatment and/or transfer of end-of-life vehicles and/or the wastes which have been generated in the course of the treatment must be transmitted electronically.
Persons subject to notification obligations
In the return and recovery chain of an end-of-life vehicle various actors, such as for example producers, importers, vehicle dealers, secondary raw material dealers and shredders can play a role. These stakeholders can, in turn, play one or several different roles.
In the Altfahrzeugeverordnung a distinction is made between the following roles:
- Producers
These are all those who present themselves as vehicle producers, by means of applying their names, their brands or identifying signs. - Importers
These are all those who commercially import vehicles to Austria. (The import of more than five vehicles per calendar year by one person is, in any case, considered to be commercial). - Collection and Recovery Systems for end-of-life vehicles
These are officially approved systems, which ensure the collection and recovery of those end-of life vehicles, for which the contracts with the producers and/or importers were concluded. - Processors of end-of-life vehicles (also owners of shredder facilities)
These are all those operating a facility which serves to break up end-of-life vehicles into their components or to shred them (including for the purpose of producing immediately reusable metal scrap). - Initial collector
This is the person who takes over end-of-life vehicles from a holder or keeper, who is not producer or importer or has already taken out parts for processing or recovery for commercial purposes, if this activity requires a permit according to the Abfallwirtschaftsgesetz. - Points of generation of end-of-life and scrap components
These are all points which take over new or used vehicles for commercial purposes and where end-of–life vehicles subsequently result from it. - Vehicle dealers
It can, for example, be at the same time repair shop, place of generation, collection point, initial collection centre and/or processor.
Caution
These respective roles entail different obligations, for example with respect to quota recording and to different notification requirements. It is thus of utmost importance when the notification is submitted to clarify, who submits the notification in which role.
The exact contents of the notifications shall be taken from the Altfahrzeugeverordnung.

Caution
In general, these regulations also apply to business owners from EU-countries who have their registered office in Austria.
Requirements
To submit one's notification, registration in the electronic master data register is required. This is an electronic data register, where data of enterprises and persons subject to notification requirements are collected.

The respective notifications with the respective deadlines can be taken from the following list.
Acceptance notification
- Person subject to notification requirements:
- Producers as well as importers and/or collection and recovery systems
- Initial collection centres
- Processors of end-of-life vehicles (also shredders)
- Contents: Name and address of the transferor, brand, type, vehicle identification number, date of acceptance
- Deadline (annual notifications): 31. March
- Legal basis: section 5 paragraph 1 (4) and Section 10 paragraph 1 (1) of the Altfahrzeugeverordnung
Recycling report
- Person subject to notification requirements:
- Producers as well as importers and/or collection and recovery systems
- Initial collection centres
- Contents: Masses of recycled and reused parts of vehicles according to types of waste and name and address of the transferees
- Deadline (annual notifications): 21. April
- Legal basis: section 9 paragraph 3 (1) and Section 11 paragraph 1 of the Altfahrzeugeverordnung
Recycling quota proof
- Person subject to notification requirements: Initial collection centres
- Contents: Masses of recycled and reused parts of vehicles according to types of waste and name and address of the transferees
- Deadline (annual notifications): 21. April
- Legal basis: section 11 paragraph 1 of the Altfahrzeugeverordnung
Acceptance notification
- Person subject to notification requirements: Processors of end-of-life vehicles (also shredders)
- Contents: Name and address of the transferor, brand, type, vehicle identification number, date of acceptance
- Deadline (annual notifications): 31. March
- Legal basis: section 10 paragraph 1 (1) and section 12 paragraph 1 (1) of the Altfahrzeugeverordnung
Recycling notification
- Person subject to notification requirements: Processors of end-of-life vehicles (also shredders)
- Contents: Mass of recycled and reused parts of vehicles according to types of waste and name and address of the transferees
- Deadline (annual notifications): 31. March
- Legal basis: section 10 paragraph 1 (2) of the Altfahrzeugeverordnung
Recycling balance
- Person subject to notification requirements: Shredders (additionally)
- Contents: Total mass of the end-of life vehicles accepted, average reused and recovered mass per end-of-life vehicle according to types of waste from the shredder process
- Deadline (annual notifications): 31. March
- Legal basis: section 10 paragraph 3 of the Altfahrzeugeverordnung
Waste notification
- Person subject to notification requirements: Shredders (additionally)
- Contents: Every type of waste according to quantity and name and address of the transferee
- Deadline (annual notifications): 21. April
- Legal basis: section 10 paragraph 4 of the Altfahrzeugeverordnung
Competent authority
Procedure
To submit one's notification, registration in the electronic master data register is required, which must be applied for at edm.gv.at.
After the registration and the login (entry of the access data) the required notifications to edm.gv.at portal can be carried out.
For initial collectors, the following also applies: Initial collectors must fulfil their reporting obligation by submitting a completed Excel list (by e-mail to v6@bmk.gv.at) as proof that the recycling quota has been reached ("Verwertungsquotennachweis" – "recycling quota proof").
Required documents
No special documents are required.
Costs and fees
No tariffs or duties have to be paid.
